Founded in 1958, Shanxi Institute of Mechanical & Electrical Engineering is a full-time higher vocational college sponsored by the People's Government of Shanxi Province and directly under the Shanxi Provincial Education Department. The college is one of the construction units of high-level vocational colleges and high-level professional construction plan with Chinese characteristics, the pilot vocational college of national modern apprenticeship system, the first batch of pilot colleges of national “1+X” certificate system, the pilot college of national artificial intelligence promoting teachers team building, the construction unit of “Industrial Robotics Applied Talent Training Center” of the Ministry of Education, the backbone vocational college of the national machinery industry and a member of the National Steering Committee for Mechanical Vocational Education and Teaching. It is also the first batch of model vocational colleges, an excellent unit for cultivating vocational high-level professionals, an advanced unit for vocational education in Shanxi province, and the only vocational college that enrolls international students and carries out teaching in this province.

SIMEE is located in Changzhi City, which is the vice-center city of Shanxi Province and a famous historical city known as“the ridge of the world”. It consists of the main campus, Donghu Campus, Yitong Huaneng “factory in the college” and Changzhi High-tech Zone Science and Technology Industrial Park “Intelligent Manufacturing Industry-Education Integration Public Training Base”, which covers an area of 359,000 square meters, with a building area of 279,000 square meters and a total fixed asset value of nearly 1.1 billion yuan. There are 8 professional training centers, 142 training rooms, 1 national productive training base, 1 national intelligent manufacturing virtual simulation training base, 1 national collaborative innovation center, and the total value of teaching instruments and equipment is more than 186 million yuan.

SIMEE has the first 3 national teaching teams including the “National Colleges and Universities Huang Dainian Teachers Team”, 5 provincial excellent teaching teams including electrical automation technology, 1 national master skills studio, 1 model worker's studio, 1 provincial model worker's studio, 1 national master teacher, 1 national model of teaching, 1 national ideological and political theory courses in colleges and universities, 1 model worker of Shanxi province, 4 “May Day Labor Medal of Shanxi Province” winners, 39 “Sanjin technical experts”, 7 “Sanjin talents”and  21 master teachers of vocational education in Shanxi province. The college enrolls students from all over the country, and there are more than 10,000 students.

There are 10 teaching departments, including Mechanical Engineering Department, CNC Engineering Department, Electrical Engineering Department, Automobile Engineering Department, Information Engineering Department, Material Engineering Department, Economy and Trade Management Department, Basic Department, Ideological and Political Theory Teaching and Research Department, and Physical Education and Art Teaching Department. Now there are 43 majors mainly in the equipment manufacturing category, among which 5 majors such as numerical control technology are the construction majors of the professional group of high-level construction with Chinese characteristics, 3 majors such as mechanical manufacturing and automation are the backbone majors of the country, 3 majors such as mechatronics technology are the backbone majors of the national innovation and development action of higher vocational education, 3 majors such as automobile manufacturing and testing technology are characteristic majors for training skilled personnel in the national machinery industry, 7 majors such as electrical automation technology are brand majors for higher vocational colleges in Shanxi Province, and 4 majors such as intelligent welding technology are characteristic majors in Shanxi province. It has built 2 national online high-quality courses, 7 provincial high-quality resource sharing courses, 17 provincial online high-quality courses and 15 provincial gold courses; 43 textbooks have been edited, including 5 national planning textbooks and 13 provincial planning textbooks; it has been awarded 3 second prizes of the national teaching achievement awards, and 37 teaching achievements at provincial level (of which 8 are special prizes).

As the lead unit of “Shanxi Equipment Manufacturing Vocational Education Group” and the chairman unit of Shanxi Mechanical and Electronic Industry Association Vocational Education Branch, the college is actively building 7 major professional groups, including CNC technology, electric automation technology, new energy automobile technology, computer network technology, etc., based on more than 300 enterprises and institutions, research institutes within the group and the branch. It is actively building 7 major professional groups such as CNC technology, electric automation technology, new energy automobile technology, computer network technology, etc. The college is actively exploring the implementation of apprenticeship system with Chinese characteristics, order cultivation, alternation of work and study, and joint construction of bases, etc. These modes are rich in connotation and integration of work and study, and have formed a  mechanism of collaborative education between government, industry, enterprises and colleges. The college has won 39 first prizes, 47 second prizes and 73 third prizes in national competitions, 171 first prizes in Shanxi Province, and the first prize of the National Vocational College Skills Competition for six consecutive years for the project of “CNC Machine Tool Setup and Technological Reconstruction” in the higher vocational group. The college has cultivated a large number of outstanding graduates represented by Cao Yansheng, a great master craftsman who “carves wings for missiles”, and Chang Xiaofei, a great master craftsman who “protects the country with CNC micro-carving”. The graduates have provided strong support for the development of China's aerospace, national defense industry and equipment manufacturing industry, and the cultivated talents have won high praise and wide recognition from the society.

The college adheres to the principle of equal emphasis on academic education and vocational training, and continues to build a well-known brand of social services. It is the quality training base of Shanxi Province Vocational College Teachers' Quality Improvement Program, the designated vocational skills training institution in Changzhi City, and has vocational skills level appraisal and national computer level examination center. It has undertaken national and provincial teacher professional skills training programs such as dual-teacher for equipment manufacturing, and vocational skills upgrading and appraisal programs for employees of equipment manufacturing enterprises. The annual training is more than 40,000 times.

The college has been steadily promoting vocational education to go abroad, and is the initiator of the Luban Workshop Construction Alliance, the vice-chairman of the Chinese Council of the Association of Colleges and Enterprises Exchanges of the Belt and Road Countries, and the chairman of the Asia-Africa Education International Alliance. The college hosted two exchange programs for Chinese language and vocational skills online groups under the “Chinese Bridge” program of the Ministry of Education's Center for Sino-Foreign Language Exchange and Cooperation. It built the first overseas base of vocational colleges SIMEE JINJI ENGINEER WORKSHOP in Thailand , and the internship and employment talent training base in China and Europe. It has established friendly cooperative relations with 7 colleges or educational institutions in 6 countries and regions. It has provided training and technical services for overseas employees of Chinese enterprises such as JCX and teachers of the Eastern Thailand Vocational Education Group, and recruited more than 200 short-term and long-term international students from Yemen and other 10 countries for “Chinese language + vocational skills” education.
